The purpose of the program: promotion of national literature folklore and artistic heritage at the international level and the incorporation of systematic knowledge into the educational process; to show the diversity of contemporary literary and artistic process in Kazakhstan; to carry out the development of a domestic science and culture at the level of advanced countries; to present the best samples of national literature in Kazakhstan; determine the strategy of further development of Kazakh literature and art; to explore artistic and scientific-cultural Foundation of the national code in the concept of "Mangilik YEL". To reveal, study and scientifically describe the sacred world of national folklore.
To study national constants and variety of stylistic directions in creative practices of artists of Kazakhstan against the background of global processes in world art; to study ideological concepts of an art picture of the world in the Kazakh theater and cinema.
The significance and novelty of the program lies in the study of the image of moral and spiritual values, folk traditions and history of the people in the artistic discourse in terms of identifying the national code in the content of the concept "Mangilik El". With this aim re-examines the discourse Zhyrau, Abay, M. O. Auezov and Zhambyl and the literature of Alash. It is found that in this artistic discourse the concept of "Mangilik El" was formed, which recorded the national and spiritual values that ensure and preserve the national identity of the people. National code "Mangilik El": the dream of the people of a just and harmonious society, reflected in artistic discourse in images: "Zheruyik", "Gidel basin" etc. – "the promised land", "heaven on earth", reveal a basic moral, spiritual and ideological meaning of the concept "Mangilik El".
The analysis of specific literary texts, which reflect both the national code and the main socio-ideological content of the concept "Mangilik El", allows us to establish the special significance of the artistic discourse, which captures the history and spiritual values of the people. The author defines the genre and narrative features of this artistic discourse. For the first time in the artistic discourse of Zhyrau, Abai, M. Auezov and Zhambyl, as well as in the literary criticism of Alash, the image of national spiritual values is considered. Thus, through the analysis of artistic discourse reveals the meaningful form of the concept "Mangilik El".
The scientific novelty and importance of the program is the need for scientific justification and consistency of the concept "Mangilik El" as an intellectual priority of modern Kazakh society. This is in line with the goals of the state promotion of the concept as a national idea. In this program, for the first time in modern literary criticism and art, the substantiation of the concept "Mangilik El" and its reflection in the Kazakh literature and art is specially considered. The concept "Mangilik El", put forward as a national idea, needs to determine the origins for propaganda in modern society. The program examines the background of the concept in the Kazakh literature and art. Therefore, for the first time the history of Kazakh literature and art are considered in terms of portrayal of the concept of eternal values. In this regard, spiritual concepts are revealed starting with the creativity of Asanas Kaiga and Korkyt, their search for the "promised land" and "eternal life on earth". It is established that in the poetry of the Kazakh Zhyrau and akyns selfless service to the people is declared, and state independence is defined as the main narrative priority of the tolgau genre.
Scientific novelty consists in complex multidimensional research of so-called eternal themes in the Kazakh literature and art. This idea of good and evil, the promised land of a just and wise ruler and his responsibility for the fate of the people, etc. the Eternal values is the object of poetry Zhyrau, starting with H century. Thus, the emergence of the concept "Mangilik El" is logically justified and it is scientifically justified in this Program.
The novelty is also associated with the range of national literatures of Kazakhstan. Independent Kazakhstan is of undoubted interest as a Commonwealth of many Nations and nationalities, where numerous cultural centers have been established and successfully operate, national literatures are developing, major writers create their works.
The program theoretically substantiates the consistency of the concept "Mangilik El". It is noted that the main purpose of the artistic discourse "ASYL Soz" at all times was to meet the spiritual needs of both the individual and the whole of humanity. This ensured the demand for artistic discourse. Analysis of literary discourse Zhyrau, Abay, M. O. Auezov and Zhambyl, and literature of Alash, gives specific examples to explain and promote the concept in modern society. The concept "Mangilik El" is considered in the context of world literature. This allows us to state that the main purpose of the artistic discourse was to defend universal values that ensure the consistency of each national culture and the spiritual identity of the people. The results of the program allow us to conclude the timeliness of the revival and the national code contained in the concept of "Mangilik El" in the modern global world. The socio-spiritual relevance of the concept "Mangilik El" in the artistic discourse, from tolgau poetry to the modern novel allows to determine both the importance of the program and the definition of the strategy for the further development of Kazakh literature.
Theoretical analysis of literary discourse defines as rule of the common spiritual code "Mangilik El" with accepted universal values adopted in the world fiction.
It is fiction and culture that allows us to preserve both the national identity and the spiritual integrity of modern society. Both national traditions and customs, and samples of the Kazakh literary language are immortalized in art discourse. The program argues that the modernization of society is not sustainable without the preservation of national culture, depicted primarily in artistic discourse.
The relevance of the study of modern literature of the peoples of Kazakhstan is obvious, and it is dictated by the logic of historical and cultural development of the country. Common moments in the development of national literatures allow us to talk about the undeniable values beyond the control of time, the spiritual kinship of peoples and literatures. Common for the literature of Kazakhstan are humanism, national certainty of genuine art, artistic reproduction of specific conditions of life of peoples, deepening of artistic interest in the national reality and the possibilities of its comprehension. Multinational reality naturally arouses interest in national identity, national specificity.
Modernity, as never before, needs to promote artistic discoveries of spiritual and intellectual capabilities of man, depicted in the world art culture, and in modern Kazakh literature and art. The aim of this program is to understand the demand for fiction and art in the period of innovative technologies. In particular, the study examines and concretizes the genre and narrative background of the concept "Mangilik El" in the Kazakh artistic culture. In this regard, national spiritual values are argued. We are talking about the priority of the concept "Mangilik El", which contains the national idea of the Kazakh people. At the same time the spiritual tolerance concluded in Words of the Kazakh biys is emphasized. In this regard, Akhmet Baitursynov pointed out that the Kazakh literature at all times was distinguished by a reference to eternal values. Therefore, he called the Kazakh literature "ASYL Soz". Taking into account this concept allowed Kazakh literature to remain in demand for many centuries. This is confirmed by an excursion into the history of Kazakh literature. A. Baitursynov and M. M. Bakhtin consider literature as a single artistic and aesthetic system - "Soz oneri", not dividing into folklore and literature.
